It mostly fixes problems which occur after you've *launched* the game and are playing it, like mission glitches, crashes due to gameplay bugs, etc. I don't know why people say the GotR is the be all end all for game problems. ALTERNATELY - if you have an Xbox 360 controller or a special sort of USB mouse, try unplugging them both and launch the game.

If you've played before and have older files, try going to your "Appdata/Local/THQ/Saints Row 2" directory and deleting input.bin, profile.dat, and settings.dat. Either you played in the old days on Windows XP and suffered 12 FPS and constant stuttering issues, or you play on a modern system with crashing, launch, and multiplayer desync issues.
